- File-> Account Settings-> Account Settings…
- Under the Email tab, click Change...
- Uncheck Use Cached Exchange Mode and click next
- You will be notified the operation will not complete until Outlook has been closed and reopened

Click Finish, close Outlook, wait 30 seconds then Open Outlook again and see if things work properly.

When cached mode is turned off, Outlook may perform a bit slower as it is always checking with the server for messages. If this resolved the issue, then you can turn the cache back on and see if the issue comes back or not.
Reset the cache of your Outlook account
